DIACO Middle East Drilling is an Iranian based company founded at 2018 to serve upstream oil & gas projects to support its customers access their reservoirs in a more efficient manner by providing drilling services such as drilling fluids and waste management services, directional drilling, drilling downhole tools, fishing tools and rig services.

MISSION

Our objective is to enhance DIACO’s position as the leading provider of drilling and workover services to the oil & gas industry in Iran.

HSE Policies

DIACO Middle East Drilling has established certain basic HSE policies to outline broad standards of conduct in specific areas with high risk of company operations. Seniors and managers are responsible for implementing the more detailed procedures to ensure compliance of all personnel with these policies, however, all employees are responsible and trained.

Every reasonable effort has been made to safeguard lives, prevent various types of accidents/catastrophes and implement the best environmentally well-known practices.

We follow ISO 9001:2015, 14001: 2015 & ISO 45001: 2015 and IMS:2015 standards and we base our systems on PDCA (Plan, Do, Check & Action).

HSE defined targets are SMART:

It is important for us that all DIACO departments have a clear understanding of what they need to do with regard to achieving the HSE objectives and targets. DIACO HSE objectives provide an overall direction for Health & Safety targets and these objectives are in line with the HSE policies and other legal requirements.

HSE objectives and targets have been defined for each department and individuals to ensure a safe and accident free workplace. Accident free workplace means no harm to people and no damage to the assets and environment.

Specific – Related to a clearly defined outcome. The targets are sufficiently detailed and focused to provide direction.

Measurable – The results are measured in terms of quality, quantity, time, cost etc., so that progress can be assessed.

Attainable – Accomplishing the target needs to be challenging, but within reason for the person’s ability and resource constraints.

Relevant – The targets are appropriate to the needs of the company.

Time-bound – Specific deadlines are set for accomplishing the target.

The primary purpose of measuring health, safety and environment performance is to provide information on the progress and current status of the strategies, processes and activities used by DIACO to control and mitigate HSE risks. Gathering such information is imperative to sustain reliable operations as it defines risk and we therefore understand the control of risk, by providing information on how the system operates in practice; identifying areas where remedial action is required; providing a basis for continual improvement; and providing feedback and motivation.

DIACO operates in both onshore and offshore projects. We have therefore set separate targets and measure the performance of the two sections separately due to the nature of different operations.

Recorded Incident Rate = (MTOs + RWTCs + LTIs + FTLs) * 200,000 / Total Man hours

HSE Culture

DIACO is committed to define and develop a strong HSE culture amongst each aspect of its operation. We will therefore assist and continue in educating, promoting, reporting, sharing, learning, and evaluating the overall safety performance of the business and creating an atmosphere to facilitate that.
We know that Safety Culture is a multi-dimensional construct. To capture the common and key-elements of the various leading safety culture frameworks, we focus, on the following elements:
Commitment and Leadership
It reflects the extent to which each DIACO member has a positive attitude towards safety values and recognizes its importance.
Top management provides strong visible commitment, leadership and personal involvement in health, safety and the environment issues. Management makes available the resources necessary to achieve DIACO HSE objectives.

Behavior Based Safety

DIACO BBS is based on solid principles about all personnel engaging, motivating, assisting, reinforcing, and sustaining safe behaviors. It is an ongoing effort that the managers must continually promote for sustainable, positive results.

Unsafe Work Stop

In supporting safe execution of work, all DIACO personnel, have the following responsibilities:

  • The responsibility and authority to initiate a Stop Work immediately, without fear of reprisal, when the employee believes a situation/act exists which places himself/herself, a coworker(s), or the environment in danger or at risk.
  • The responsibility to report any activity or condition the employee believes is unsafe or for which they have initiated a Stop Work. There is a system in place to notify the affected party(s) and to the supervisor or their supervisor’s designee at the location where the activity or condition exist.

Employees Involvement

We believe involving employees has a positive effect on HSE performance. All employees in DIACO have a key role to play and “involvement” is one of the HSE goals: specifically, to reinforce the promotion of worker involvement and consultation in safety matters. Vigorous meetings are placed every two weeks to outline HSE issues, give feedback, and provide training to our middle and top management.

Continuous Learning

Continuous Learning is the ability to apply strategies which support learning and the ability to adapt to change. We use this skill when we learn as part of regular work or from co-workers and when we access training in the workplace or off-site.
